The small providers, operating from as many as 180 phone lines in their homes, have been charged cheap residential phone rates while larger providers were paying more than twice as much. BellSouth asked the TRA for permission to limit residential phone lines to 10.

Anything over the number of lines would be charged higher business rates. Knoxville provider Ed Bryson said he raised his rates yesterday on the prospect of the higher charges.
